Are you asking for stores with cheap clothing or stores with nice clothing that often goes on sale? Payless has inexpensive shoes, and they often have sales and coupons. Target often marks down clothing by 50%, as do many department stores. Walmart and places like Gabriel Brothers always have cheap clothing, but much of it isn't of very good quality.
